Dear Valued Customers and Partners,

Real Logistics would like to provide you with the latest update on the developments of Typhoon No. 3 (WIPHA) and its direct impacts on logistics operations in Hai Phong area. To ensure maximum safety for cargo and personnel, relevant authorities, seaports, shipping lines, and depots have been implementing urgent typhoon prevention measures.

1. Directives From Hai Phong Port Authority

According to Official Dispatch No. 1687/CVHHHP-PCTT&TKCN dated July 20, 2025, from Hai Phong Port Authority, relevant entities are requested to urgently implement typhoon prevention measures:

  • For Seaport Operating Enterprises:
    • Urgently implement their prepared typhoon prevention plans.
    • Secure cranes and cargo handling equipment, lower stacks of containers in the yard, especially empty containers and those near the berths, applying lessons learned from Typhoon Yagi in 2024.
    • Prioritize cargo handling to release vessels as quickly as possible.
    • Container vessels must depart from berths no later than 10:00 AM on July 21, 2025.
    • Other vessel types (bulk, liquid, general cargo, etc.) must depart from berths no later than 08:00 AM on July 21, 2025.
    • In cases where vessels are compelled to berth, a safety plan for berthed vessels and the berth itself must be established in coordination with the master and submitted to Hai Phong Port Authority no later than 06:00 AM on July 21, 2025.
  • For Ship Building and Repair Enterprises:
    • Urgently implement their typhoon prevention plans.
    • Floating docks must be gradually filled with water and securely moored by 12:00 PM on July 21, 2025.
    • Urgently move vessels undergoing repairs to typhoon shelters upstream in Vat Cach, Ben Lam, Bach Dang areas by 12:00 PM on July 21, 2025.
    • For vessels that cannot self-propel, ship owners must coordinate with the shipyard to implement reinforced mooring, fill all ballast tanks, and close cargo holds.
  • For Ship Owners and Ship Agents:
    • Closely monitor all developments of the typhoon.
    • Timely inform vessels currently berthed, anchored in the water, and en route to Hai Phong Port about the typhoon's position and direction to facilitate proactive avoidance plans.
    • Vessels with restricted navigation and inland waterway vessels (VR-SB class) must move to upstream anchorages (Bach Dang, Ben Lam, Vat Cach) no later than 10:00 AM on July 21, 2025.
    • Vessels currently at anchorages must have 100% crew on board, secure equipment, maintain strict watches, ensure engines are ready for operation, and maintain continuous contact with ship owners and Coastal Information Stations to promptly handle any adverse situations.
  • For Construction Projects:
    • Construction and auxiliary vehicles must be moved to typhoon shelters upstream of Kien Bridge, Ruot Lon River, Chanh River, or other waterways by 12:00 PM on July 21, 2025.
    • Cranes must be lowered, and equipment must be securely fastened.

2. Update On Port/Terminal Operations In Hai Phong

According to notices from shipping lines and seaports, many ports in Hai Phong have temporarily suspended operations:

  • TC-HICT Port: Temporarily suspended all cargo handling and delivery/receipt operations from 06:00 AM on July 21, 2025, until further notice (as per notices from ZIM, ONE, COSCO, and Wan Hai).
  • HATECO (HHIT) Port: Temporarily suspended operations from 06:00 AM on July 21, 2025 (as per Maersk's notice).
  • VIP Greenport: Temporarily suspended operations from 12:00 PM on July 21, 2025 (as per Maersk's notice).
  • Nam Hai Dinh Vu Port: Temporarily suspended operations after 12:00 PM on July 21, 2025 (as per Maersk and SITC notices).
  • Tan Vu Port: Temporarily suspended operations from 12:00 PM on July 21, 2025 (as per Maersk and COSCO notices).
  • Nam Dinh Vu Port: Temporarily suspended operations after 12:00 PM on July 21, 2025 (as per SITC and COSCO notices).
  • Dinh Vu Port: Temporarily suspended operations after 03:00 PM on July 21, 2025 (as per SITC's notice).
  • Tan Cang 189 Port: Temporarily suspended operations after 04:00 PM on July 21, 2025 (as per SITC's notice).
  • Hai An Port: Temporarily suspended operations after 06:00 PM on July 21, 2025 (as per OOCL's notice).
  • All other terminals in Hai Phong: Will temporarily suspend operations from 12:00 PM on July 21, 2025 (as per Wan Hai's notice).

Note: The resumption of port operations will depend on the typhoon's developments and official announcements from authorities and port management.

3. Update On Depot Operations

  • Sao A, MVG, GLC, TC128, HECHUN: All operations, including empty pickup/drop-off and container handling, will be suspended from 12:00 PM today until further notice.

  • 3H Depot: Operations will cease from 5:30 PM today.

4. Recommendations From Real Logistics

Given the complex and potentially significant impact of Typhoon No. 3 on Hai Phong and surrounding provinces, Real Logistics recommends that our valued customers:

  • Proactively seek information: Continuously monitor weather forecasts and announcements from Real Logistics, as well as our transportation partners and ports.
  • Adjust shipping schedules: Urgently arrange container stuffing/stripping and cargo delivery/receipt before the announced suspension times of ports and depots.
  • Consider alternative storage: Evaluate the use of ICDs or backup warehouses for temporary cargo storage if needed, to avoid incurring additional costs and ensure production and delivery schedules.
