On April 21, 2025, the Ministry of Industry and Trade (MOIT) issued Decision No. 1103/QD-BCT, officially revoking the Vietnam Chamber of Commerce and Industry's (VCCI) authority to issue Certificates of Origin (C/O), Non-Manipulation Certificates (CNM), and to process registrations for Registered Exporter (REX) codes. ​

  • Revocation of Authority: The MOIT has terminated the authorization previously granted to VCCI under Decisions No. 1234/QD-BCT (2018), 1076/QD-BCT (2020), and 2795/QD-BCT (2022).​
  • Transfer of Responsibilities: VCCI is required to cease all activities related to issuing C/O, CNM, and REX codes; and to coordinate the transfer of records, data, and assist businesses in transitioning to the new issuing authority.​
  • Import-Export Department: Responsible for notifying importing countries and relevant parties about the change in issuing authority for C/O and REX codes; ensuring a smooth transition without disrupting business operations.​
  • E-commerce and Digital Economy Department: Ensures the technical infrastructure for the eCoSys system – the electronic platform for issuing C/O and receiving REX codes – operates stably, supporting businesses during the transition.​

This revocation occurs amid increasing complexities in international trade, with more sophisticated origin fraud practices aimed at circumventing trade defense measures from importing countries. The MOIT is enhancing control measures to ensure transparency and uphold the reputation of Vietnamese goods in the global market. ​

  • Exporting Companies: Need to update information regarding the new issuing authority for C/O and REX codes; proactively contact the MOIT to complete necessary procedures to avoid disruptions in export activities.​
