Week 1/2025: ILA Strike Threat, Panama Canal Tariffs, and Freight Trends

Market Updates|Jan 5, 2025
As 2025 kicks off, the logistics industry faces a delicate balance between stability and growing uncertainties. While the trans-Pacific sea freight market is showing signs of stabilization, an impending East Coast port strike by the International Longshoremen's Association (ILA) threatens to disrupt this fragile equilibrium. At the same time, the air freight sector remains strong, building on momentum from a record-setting 2024 despite persistent capacity constraints.

1. Sea Freight

Stability in Trans-Pacific Rates: Rates across the trans-Pacific lanes have remained relatively stable following the holiday season. This trend is driven by the carriers' strategic blank sailings and careful capacity management. Shippers have welcomed this respite after a turbulent 2024, and early indications suggest rates will remain stable through January. However, volatility may return if labor disputes intensify on the East Coast.

ILA Strike Concerns: The potential ILA strike, scheduled for January 15, 2025, continues to cast a cloud over East Coast operations. Negotiations between the ILA and the U.S. Maritime Alliance (USMX) have yet to yield a resolution. In response, some shippers have preemptively rerouted cargo through West Coast ports, which has led to slight upward pressure on rates for those lanes. Should the strike materialize, East Coast ports could experience severe disruptions, leading to rate hikes and service delays.

Carrier Strategy: Carriers are deploying blank sailings and tightly managing capacity to keep rates steady during the post-holiday period. The potential cargo migration from the East Coast to the West Coast could further impact these trends if the strike goes ahead. While rates on the West Coast remain elevated, any prolonged East Coast disruption could lead to even more rerouting, affecting both rate dynamics and service timelines.

North America:

  • West Coast: Rates remain steady, with occasional surges due to rerouted cargo and carrier-driven blank sailings.
  • East Coast: ILA-related concerns create an uncertain rate environment, with potential for steep increases depending on how negotiations progress.

South America:

  • North Asia to West Coast South America (WCSA): Rates have softened due to a mix of reduced demand and overcapacity in the region.
  • North Asia to East Coast South America (ECSA): Rates have seen modest increases driven by seasonal shifts in demand.

1.3. Panama Canal Surcharges (Effective January 1, 2025)

Major carriers such as CMA CGM and MSC have implemented surcharges of $40/TEU for transiting the Panama Canal, affecting services from Asia to the U.S. East Coast (USEC). These charges are a response to recent modifications in the canal's transit reservation system and tariff structure. Carriers are expected to pass these costs on to shippers, which may ripple through rate structures on the USEC.

1.4. Europe & APAC Updates

Europe: Spot rates on Asia-Europe lanes remain relatively stable, with carriers delaying long-term contract negotiations to capitalize on higher Freight All Kinds (FAK) rates in the short term.

Asia-Pacific (APAC): Rates from Southeast Asia to North America have risen significantly:

  • East Coast North America (ECNA): Rate hikes are driven by General Rate Increase (GRI) implementations and uncertainty surrounding the ILA strike.

  • West Coast North America (WCNA): Rates are also seeing increases due to strong demand and tightly managed capacity.

The overall APAC market remains resilient despite fluctuating regional demand, supported by proactive carrier strategies.

2. Air Freight

2.1. Spot Rate Dynamics

Entering 2025, the air freight market continues its upward trajectory following a record-setting December 2024. Global air freight rates reached a year-high at the end of 2024, marking a 4% week-over-week increase. The Asia-Pacific region led the way with an 8% surge, reflecting strong demand across key trade lanes. This positive momentum is expected to carry into the first quarter of 2025, supported by stabilized demand and ongoing capacity constraints.

The Middle East and South Asia region saw a 62% rise in air freight rates during 2024, highlighting their growing importance to global trade. Meanwhile, Asia-Pacific and European origin markets grew by approximately 19%, driven by economic recovery and the rising e-commerce sector. Moving forward, the air freight market in 2025 will continue to experience pricing pressures, especially as supply chains optimize efficiency and capacity gradually increases.
