Animal Feed Import Procedures
1. Legal regulations on importing animal feed
First, when you want to carry out the procedures for importing animal feed, you need to clearly understand the current legal regulations for this industry. The important documents you need to know to look up are as follows:
Circular 04/2015/TT-BNNPTNT: guiding the Decree on the purchase and sale of goods in the fields of agriculture, forestry and fisheries;
Circular 26/2012/TT-BNNPTNT: temporary list of livestock and poultry feed permitted for circulation in Vietnam;
Circular 66/2011/TT-BNNPTNT (amended by Circular 50/2014) on animal feed management.
For businesses wondering about the procedures for importing animal feed or aquatic feed products, raw materials for animal feed production, what is needed? Then please note the following. Depending on each specific item, the implementation procedures have different issues. It can be simply understood that this item is divided into 2 main groups of items.
1.1. The product is not on the list of products allowed for circulation in Vietnam.
Enterprises can look up by accessing the Online Service Portal of the Ministry of Agriculture and Rural Development. On the toolbar, select "DMTACN IMPORT" -> Continue to click According to Circular 26/2012, or After Circular 26/2012. Each circular will have a detailed file attached, enterprises can download to look up whether the item they want to import is in the list of goods circulated in Vietnam. For the item you import that is already in the list specified in Circular 26/2012/TT-BNNPTNT or the supplementary list (if any), when you want to import it for production or consumption, you need to follow the two steps below.
Step 1: Carry out procedures for recognizing the quality of livestock feed to be allowed to circulate in Vietnam. After being recognized, the importing enterprise will be allowed to take samples for quality testing. The place to receive procedures for importing livestock feed. In this first step, the agency receiving the dossier is the Directorate of Fisheries (for shrimp and fish feed) or the Department of Animal Husbandry (for livestock and poultry).
You can refer to the regulations in Article 6.2.c of Circular 66/2011/BNNPTNT for the documents that need to be prepared. Receiving quality recognition is only temporary and short-term, not permanent, and it only applies to the first imported batch. If you want to import the next batches in the long term, you need to complete the procedures for your products to be included in the List of products circulated in Vietnam.
Step 2: Check the quality of imported goods
Once the Quality Certificate has been obtained, the goods are brought to the port, the enterprise needs to invite the competent inspection agency such as Quacert, Quatest... to take product samples for testing. In addition, the enterprise may also have to obtain a certificate of animal and plant quarantine. If it meets the requirements, the enterprise can continue with customs clearance procedures. If the shipment does not meet the requirements, it will have to be re-exported.
1.2. The product is on the list of products allowed to circulate in Vietnam.
With this type of feed, the procedure for importing animal feed will be simpler. When importing, businesses only need to carry out quality inspection procedures when carrying out customs procedures. As for animal feed products that want to be circulated, they must meet the following 3 conditions to be allowed to circulate in Vietnam (Article 5.2 - Circular 50/2014 mentioned above):
Announcement of applicable standards (for those without national technical regulations) and declaration of conformity
Animal testing results
The application for Recognition of eligibility for circulation is stipulated in Article 5.3 of Circular 50. This procedure will also take a lot of time and cost. However, businesses still have to do it to import goods. However, you only need to do this application once, and you will not have to do it again the next time you import goods.
2. Regulations on Animal Feed Quarantine
2.1. Animal quarantine for animal feed products of animal origin
One of the procedures for importing animal feed that you need to pay attention to is that there are some items that need to be quarantined for animals such as: blood meal, meat and bone meal, shrimp meal, fish meal, feather meal, etc. Enterprises need to prepare documents to submit to the Department of Animal Health (animal feed, poultry) or the General Department of Fisheries (feed for shrimp and fish) to request animal quarantine. After having a Quarantine License, the enterprise will work with the veterinary department to take samples for quarantine at the port. If customs allows you to bring the goods to a private warehouse for storage, you can take them from the warehouse.
2.2. Plant quarantine for animal feed of plant origin
The items that must be quarantined are dried beans, soybeans, corn kernels, etc. Importing enterprises will have to submit documents to the Plant Quarantine Department. Then, samples will be taken for inspection, similar to animal quarantine. However, enterprises do not need to apply for a quarantine license for plant products.
3. Customs procedures for importing animal feed
After obtaining the certificate of quarantine and quality inspection, the enterprise will carry out procedures for importing animal feed with the customs authority. The documents to carry out include:
Commercial invoice
Bill of lading
Ocean freight bill (surcharge)
Quarantine registration certificate,
Quality control certificate etc.
After reviewing the documents, if no adjustment is needed, the imported shipment will be approved. If the customs agency returns the Red channel result, the customs will request a physical inspection of the goods. You continue to wait for the results of the quality inspection, quarantine... then submit them to the customs for the goods to be allowed to clear customs.
