CIRCULAR
REGULATIONS ON PRINCIPLES FOR MANAGING IMPORTS UNDER TARIFF QUOTAS FOR SALT, POULTRY EGGS AND RAW TOBACCO IN 2022
Pursuant to the Law on Foreign Trade Management 2017;
Pursuant to Decree No. 98/2017/ND-CP dated August 18, 2017 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No. 69/2018/ND-CP dated May 15, 2018 of the Government detailing a number of articles of the Law on Foreign Trade Management;
At the request of the Director of the Import-Export Department,
The Minister of Industry and Trade issued a Circular regulating the principles of import management according to tariff quotas for salt, poultry eggs and raw tobacco products in 2022.
Article 1. Import quantity according to tariff quota for salt, poultry eggs and raw tobacco products in 2022

Article 2. Method of allocating import tariff quotas
The allocation of import tariff quotas for salt, poultry eggs and raw tobacco is implemented in accordance with the provisions of Decree No. 69/2018/ND-CP dated May 15, 2018 of the Government detailing a number of articles of the Law on Foreign Trade Management and Circular No. 12/2018/TT-BCT dated June 15, 2018 of the Ministry of Industry and Trade detailing a number of articles of the Law on Foreign Trade Management and Decree No. 69/2018/ND-CP dated May 15, 2018 of the Government detailing a number of articles of the Law on Foreign Trade Management.
Article 3. Subjects of import tariff quota allocation
1. Import tariff quotas for salt are allocated to traders for direct use as raw materials for chemical production and as raw materials for the production of medicines and medical products.
2. Import tariff quotas for poultry eggs are allocated to traders with import needs.
3. Import tariff quotas for raw tobacco are allocated to traders with cigarette production licenses issued by the Ministry of Industry and Trade and who need to use imported raw tobacco for cigarette production.
Article 4. Time of allocation of import tariff quotas
The Ministry of Industry and Trade will discuss with the Ministry of Agriculture and Rural Development and the Ministry of Finance to determine the time to allocate import tariff quotas for salt and poultry eggs.
The Ministry of Industry and Trade determines the time for allocating import tariff quotas for raw tobacco products.
Article 5. Entry into force
This Circular takes effect from February 1, 2022 to December 31, 2022./.
