- According to Circular 06/2011/TT-BYT, organizations and individuals before putting cosmetic products into circulation on the market must be responsible for declaring imported cosmetics at the Vietnam Drug Administration - Ministry of Health.

- Organizations and individuals are only allowed to put products on the market after having a declaration and a cosmetic declaration receipt number from the Vietnam Drug Administration and are fully responsible for the safety and effectiveness of the product.

- Currently, registration for cosmetic circulation declaration must be done online on the system https://vnsw.gov.vn 

- Cosmetic product declaration form is valid for 05 years from the date of signing.

• Creams, emulsions, lotions, gels or oils for use on the skin.

• Masks (except chemical peeling products).

• Color coatings (liquid, paste, powder).

• Makeup powders, after-shower powders, cleaning powders, etc.

• Bath soap, deodorant soap,…

6. Documents required to make cosmetic declaration

• Business registration: Copy.

• Certificate of Free Sales (CFS): original and consular legalized by the Vietnamese embassy.

• Authorization letter: original and consular legalized by the Vietnamese embassy.

• Formula: Clearly state the ratio %/100%.

• Product information: Product form, presentation, intended use, etc.
