Distinguishing Telex Release and Seaway Bill: Essential Shipping Documents In Ocean Freight

Real's News|Nov 18, 2025
In ocean freight, businesses do not always have the Original Bill of Lading (Original B/L) available to present when receiving cargo. In cases where goods need to be delivered urgently, the consignee is in another country, or companies want to shorten the time required to circulate physical documents, electronic release methods - Telex Release and Seaway Bill (Express Release) - have become increasingly popular. However, many people working in logistics still confuse these two concepts. This article will clearly and simply explain the differences to help you avoid mistakes during the cargo release process.

1. Telex Release – Cargo Released After the Original B/L Is “Surrendered”

Telex Release allows the consignee to receive the cargo without presenting the Original B/L, as the carrier confirms electronically that the shipper has surrendered the original documents.

Key features of Telex Release:

  • The shipper can request Telex Release when submitting the Shipping Instruction (SI).
  • After payment is completed, the shipper sends an email confirmation or submits a LOI Telex (Letter of Indemnity) for the carrier to issue the Telex Release.
  • If the Original B/L has already been printed, switching to Telex Release requires returning the original documents, and endorsement may be required depending on the carrier.
  • The carrier’s origin office sends an electronic message/email/code to the destination office to authorize cargo release.

Important notes:

  • Telex Release Fee may apply.
  • Once Telex Release is issued, the shipment cannot be re-held.

=> In simple terms: Telex Release works like “remote authorization” for cargo release – fast, convenient, and paperless, but irreversible once issued.

2. Seaway Bill (Express Release) – No Original B/L Issued

A Seaway Bill (SWB) is a non-negotiable document and does not require or generate an Original B/L.

Key features of Seaway Bill:

  • When submitting the SI, the shipper selects Seaway Bill → the carrier will not print any Original B/L.
  • All cargo details are maintained on the carrier’s system.
  • At destination, the consignee only needs to verify identity matching the SWB to receive the cargo.
  • Typically no release fee, though some carriers may charge a small documentation fee.

Common use cases:

  • Transactions between parent and subsidiary companies.
  • Internal shipments within a corporate group.
  • Long-term or highly trusted business partners.

=> In simple terms: A Seaway Bill is a “named bill” – cargo is delivered only to the consignee listed in the system and cannot be transferred.
