Saigon Newport Updates Cargo Handling Policies from June 1, 2025

1. Purpose of the Policy Adjustment
Saigon Newport Corporation (SNP) has officially announced changes to cargo handling policies across key terminals including Tan Cang – Cat Lai (TCCL), Tan Cang – Hiep Phuoc (TCHP), and Phuoc An Port (PAP). These adjustments aim to maintain and improve port service quality, ensuring operational efficiency and fluid cargo movement amid ongoing market fluctuations and peak-season demand.
2. For Shipping Lines and Agents
Coordinate closely with the Port Operations Center to regulate vessel scheduling and cargo flows at TCCL.
Utilize direct vessel operations at alternative SNP terminals including TCIT, TCTT, TCHP, and PAP, as outlined in Notice No. 1624/TB-TCg (April 21, 2025).
Agree on internal container transfer solutions between SNP terminals with cost-effective logistics plans to support vessel operations.
Collaborate with SNP’s marketing teams to encourage customers to shift direct cargo handling to SNP’s satellite terminals and inland container depots (ICDs) such as Tan Cang – Long Binh, Song Than, Tay Ninh, and Nhon Trach.
Urgently clear out-yard cargo and containers before bringing in new shipments to avoid congestion and ensure uninterrupted cargo circulation.
3. For Customers
Comply with updated drop-off timelines for export containers.
Prioritize direct cargo delivery at TCIT, TCTT, TCHP, and PAP, to benefit from preferential policies and avoid increased transit time and associated costs.

4. Container Handling Service Updates
a. At Tan Cang – Cat Lai (TCCL)
Effective from June 1, 2025:
Dry Containers:
For vessels calling at TCCL: Drop-off allowed within 3 days prior to vessel’s ETA.
For vessels calling at TCHP or PAP: Drop-off allowed within 5 days prior to ETA.
Reefer Containers:
For vessels calling at TCCL: Drop-off allowed within 1 day prior to ETA.
For vessels calling at TCHP or PAP: Drop-off allowed within 2 days prior to ETA.
Additionally: The 10% lift-on/lift-off discount policy for containers delivered at TCCL but loaded on vessels at TCHP will be terminated from June 1, 2025, per Notice No. 872/TB-TCg.
b. At Tan Cang – Hiep Phuoc (TCHP)
From June 1, 2025: Free truck-yard lift-on/lift-off services for containers handled directly at TCHP.
Note: Not applicable to hazardous (IMDG) cargo.
c. At Phuoc An Port (PAP)
From March 28 to June 30, 2025: Free truck-yard lift-on/lift-off services for directly handled containers at PAP, along with incentives outlined in Notice No. 1624/TB-TCg.
